Information About the Program

In the last few years, the New York Service Commission has permitted budgets for NYS Clean Heat Program that also includes the same program from Con Edison. Through this program, New Yorkers are provided with incentives for ASHPs, GSHPs, and AWHPs that are for heating and cooling. There are other services that are eligible for these incentives and promotions.

Participating contractors can get incentives paid directly to them if they install space heaters and domestic hot water projects. They can be paid to distributors through this project, as well, if they qualify for the project. These incentives must be passed along to the customers. 

You must be a participating contractor or distributor to be a part of the program. To become eligible, you must turn in a Participating Contractor Application that includes a Participating Contractor Agreement that is from the New York State Clean Heat Program from Con Ed. In some cases, the individual homes and commercial businesses can apply on their own.

Subcontractors must also apply for this agreement if they want to be a part of the incentives. This includes drillers, who must fill out their own application. Some contractors, those who only install HPWH do not need to submit an application to receive the incentives.

Right now, there is a limit of ten million in expenditures each month. If there is a month that all the money is not used, it can be rolled over to the next month. This allows Con Ed some flexibility in its funding and allows more people to take advantage of this project.

If there are applications that are sent in after the budget has been fulfilled, Con Ed has the discretion to waitlist them for the next month. This is at the discretion of the company and can sometimes be used to help even more people. This is especially true if the funds are rolled over to the next month.

Funds available for individuals and companies that are approved for this program can be different depending on the type of building. For example, a single-family home that is non-DAC is eligible for up to twenty-five hundred dollars, while DAC homes are eligible for up to forty-five hundred dollars. An apartment can be eligible for up to two thousand dollars. Small businesses with a limited number of 300 kW or less are eligible for up to two hundred thousand dollars. 

Commercial and Industrial businesses are also eligible for these incentives, but they must meet stringent requirements. These include an average peak demand of over 100 kW. These costs cannot be over fifty percent of the Clean Heat measures.

There will be two forms of on-site inspections that include programmatic inspections and quality assurance/quality control inspections. 

These inspections will be done by independent contractors and will be independent of Statewide Clean Heat Quality Services Provider. This will ensure that they are fair and equitable for all involved in the process. This way the inspections will find the people who are trying to defraud the project in a timely manner.

If there are problems that arise after the inspection process, the businesses will have thirty days to conform to expectations. If they do not remediate the issues within that time, they will be subject to disciplinary actions. These could include jail time and fines.

There are different types of inspections that must be done, including pre-installation, post-installation, and quality assurance/quality control. These inspections are done in accordance with Clean Heat projects. They should be done at different stages of the process.

The pre-installation inspection is applicable to small businesses, multi-family homes, and commercial and industrial segments. They are completed before the beginning of any project associated with the Clean Heat project in areas that are not residential. These will verify existing site conditions before the installation of heat pumps. 

Post-installation inspections happen after the installation of the heat pumps. These are done to ensure that the system is installed correctly and is operational. This is done for all who qualify for the incentives.

Quality assurance and quality control inspections must be done on a sample of projects across all of the customer segments. They are meant to improve quality of the complete program. They will be performed on all projects.
